Corruption And Politics
Situation 1 : I want to start a plastic product
factory, I invested my money to rent a space and
machinery, I employed some worker and at end of month I earned some profit from selling these plastic products. I used
that profit to pay salaries of my employees, buy raw materials and pay the
rents, rest of profit I kept with myself. This is how my factory run.
Situation 2 : I want to
start political party. I invested
money to rent a office space,
furnitures, banners and appointed few party workers and employees. I spend some
money on campaigning , But trouble starts now like factory here there are only sources on expences but no source of
income and without income how will I
able to run my political party! So what
will be the source of income for my political party? Scratch your head little
bit...........let me make it easy source
of income is ‘donation’. But who will
give me donation and why? Scratch your head again............If I get elected
tomorrow I will hold power to benefit any individual or company.
So in situation 1 if I want to earn more I will increase
production of my product, but in
situation 2, I
will.................................
If you analyze these two
situation you will able to find out why almost all politician are corrupt and
not serious about anti corruption laws like jan-lokpal bill. Being elected member of parliment they
consider themself suprem person of this country and does not want any other
body to rule on them or investigate them
or some times they gives reason that this is not 100% effective measure.
Current criminal law is not 100% effective,
even today there are rapes, murders and robberies. So do you want to remove
them as well, no law is 100% effective.
we dont want 100% or 90% result but will be happy even if we able to reduce corruption
by 60-70% .
Our country can afford to
conduct parallel election for appointment of investigation officers ( lokayukt
or janlokpal members) than loosing
billions in corruption.....
Political
parties are more vulnerable for corrupt practices because
1] It runs on donation, donation is such kind of income which can
be easily fogged.
2] Hold power to give benefits to donating parties and most of
donation are done in expectation of favour in future..
3] There is tough competition
between political parties.
4] Absence of any supervision on their financial transaction.
5] Politicians indirectly hold power to influence investiagion
of corruption charges on them due to
absence of independent investigation agency.
Even many NGOs and welfare
trusts also run on donation but they are not vulnerable for corruption as they
don’t have any power to give advantages to donor party and there is no
competition among NGOs.
In current Indian political
scenario we have lot many laws for these political parties to follow but we
dont have any measure to ensure these laws are being followed by them. Amount
of money spend on election much higher than than what is shown on paper. They
are hardly being prosecuted for corruption and prosecution can be easily
influenced by politicians as all current investigation agencies are controlled
by ruling parties.
So what can you expect when
rapist prosecute another rapist , burglar investigating thefts.........corrupt
acting against corruption? Current behaviour of these political leader is no
wonder exclusion to this law.
Don’t you ever wonder how can the property of
politicians increases multifold during their short term power?
MEASURE TO PREVENT CORRUPTION IN POLITICS.
1] Political leader should declare their all sources of income and
total asset every year from time of appointment till lifetime.
2] Yearly declaration of assets of
family members of elected member till 10 years post complition of term.
3] Manditory use of plastic money (debit/credit cards) by elected
political leader and his family member for all kind of transactions above Rs
1000 for lifetime.
4] If any disprapotionate
increase in asset is found do through investigation by independent agency
having power to procecute and execute
culprits.
5] Yearly declaration of total assets, donations with doner party
and expences of political party.
6] Yearly auditing of income and expences of these politicians by
independent agency stictly during election periods.
7] Strict watch on donation given to political parties, keep tap on benifits given to such doner parties during
their term.
8] Appointment of Financial Reresentative of Election Commission
(FREC) in each constituency. FREC will act as temporary bank saving account of
all political parties during election. All political partis should hand over their
all money to FREC (with details of doners) atleast 6 month before election and all expences
should be made though this account. Hence it will be esier for EC to keep trac
on financial turnover of all political parties. Any party found guilty of spending
from outside should be strictly deal with.
Kehate hai kutteki dum tedi ki tedi hi rehati hai so now it is a time to put it in a tube for all time , because now we are getting suffocated with
smoke of your corruption...........
